Harp: A Time to Sing features two discs of music commemorating a September 1984 performance by folk artists Holly Near, Arlo Guthrie, Ronnie Gilbert, and Pete Seeger. In particular, the one-time performance was intended to incite awareness about all the social problems plaguing the Reagan era: AIDS, starvation, Reaganomics, the arms race, gay rights, and anything else associated with conservative '80s Republican ideology. It was a politically charged and idealistic time for pop music in 1984, with this performance being just one of many, the most remembered being the "We Are the World" extravaganza. Yet where those other benefits like Farm Aid, for example, emphasized over-the-top star-power, Harp: A Time to Sing is surprisingly modest and low key despite its political motives -- characteristics very much associated with the folk music scene. There's plenty of soapboxing here, so be prepared. More than anything, A Time to Sing captures a moment in time when musicians sought to change the world through song. And of that time, this performance tends to be one of the more sincere and effective, even if it didn't grab the headlines that "We Are the World" did. ~ Jason Birchmeier

HARP is an acronym for Holly, Arlo, Ronnie, and Pete, and when the quartet made this live album in September 1984, the 35-year-old Near, the 37-year-old Guthrie, the 58-year-old Gilbert, and the 65-year-old Seeger represented more than four decades of politically motivated folk music. Their hastily organized tour did not present a unified musical entity so much as a group of disparate, well-meaning colleagues. Released on Near and Gilberts label and produced by their managers, the record tilts toward its distaff side, which seems fair enough since Near and Gilbert are in good voice and bring new material to the table. Nears deceptively rollicking "Fine Time" (music by Jeff Langley, who accompanies the group on piano) reveals her uncertain emotional state. Guthrie and Seeger mostly retread familiar material, though Guthrie does introduce the excellent "All Over the World." The talent is undeniable, but the execution is essentially off-hand, resulting in a concert that sounds more like a spirited rehearsal. ~ William Ruhlmann

Recorded in 1984 and originally released the following year, this concert album unites four longtime friends from two eras: Holly Near and Arlo Guthrie from the '60s generation and ex-Weavers Ronnie Gilbert and Pete Seeger from their parents' generation. HARP combines the first letters of their four names. This double-CD re-release certainly has its moments, some of which are among the 13 songs that have been added to the original recording. Among the best tracks are Seeger-led renditions of "Wimoweh" and "Guantanamera" and Guthrie's readings of Bob Dylan's "Mr. Tambourine Man" and Steve Goodman's "City of New Orleans." Some of the between-song storytelling -- such as Guthrie's tale of how he first heard the Goodman composition -- is also worth hearing. Its high spirits, abundant talent, and strong moments notwithstanding, however, A Time to Sing never quite takes off. Like most albums with long spoken bits, this one will have listeners hitting the fast-forward button during its frequent monologues after a few plays. Listeners may want to hit the same button during some of the topical material here, some of which seems lyrically dated and musically thin. It's also disappointing that little collaboration seems apparent. Instead of an album from a real quartet, much of this sounds like a sampler of tracks from four solo CDs. ~ Jeff Burger
