99% is the second "official" Meat Beat Manifesto record--STORM THE STUDIO was the first, while ARMED AUDIO WARFARE was, for all intents, a singles collection. As on the earlier work, Jack Dangers' raps are the main focus. Largely constructed from sampled music and sounds, the album's bombastic insistence is matched, tone for tone, by Dangers and his clearly enunciated, impassioned vocal delivery.
99% borrows sounds from all over the place, giving each track a dense, massive groove. "Psyche-Out" uses a percolating sound that may have been liberated from a TV commercial for coffee, before evolving to encompass shards of feedback and a heavy, pounding beat. "10 X Faster Than the Speed of Love" borrows a horn section to great effect, while a looped guitar underscored by the muted wind howls introduces "Hallucination Generation," which eventually becomes something of a proto-drum-and-bass workout. But the album's centerpiece is the magnificent "Dogstar Man / Helter Skelter," more than eight minutes of intense beats, submarine radar pings, and CLOCKWORK ORANGE (among others) samples. Though each Meat Beat Manifesto record has its own particular vibe, 99% is almost certainly the best entry point for the uninitiated.
